My cat tipped over Hebi's RUB and habi lunged at my brother while he was sorting out the stuff inside; IM wondering, is there a cool down period for this sort of stuff? its been about a day since it fell.

Scottishbluebird is right Joao. Hebi is going to be a bit shaken up after that experience so personally I'd leave him for at least a day to recover but then you need to start handling him again, just for short periods and very calmly. He's actions are totally understandable and hopefully he won't react like that again.

Bad kitty. if he is still skittish, just keep handling short and often, ignore any striking if you can, or he will learn that is how to be left alone
Is there anyway to secure so cat cant do it again?
